The EU has initiated a major institutional overhaul in the Balkans, which has been heralded as an important development for a stagnant EU Balkan policy. But in order to bring the region closer to the EU and preclude continued instability, the EU will need to strengthen its political engagement beyond a mere institutional restructuring, this policy brief argues.
