The states of the Great Lakes Region (GLR) and the Horn of Africa (HoA) have been at the forefront of regional approaches to tackle the proliferation of small arms and light weapons (SALW). In 2000, ten states signed the ‘Nairobi Declaration.' Its implementation entailed the development of a Co-ordinated Agenda for Action for the sub-region to promote human security and ensure that all member states have in place adequate laws, regulations and administrative procedures to exercise effective control over the possession and transfer of SALW.
