This Memorandum argues that several Pakistan-based groups have the capability to strike unilaterally against the US. The chance of a joint attack by a syndicate of different actors heightens the threat. Under any circumstances, US-Pakistan relations would be severely strained at a particularly delicate time with implications for US operations in Afghanistan, ongoing counter-terrorism efforts in Pakistan, and wider efforts to promote stability in the region.
