This paper synthesizes the arguments of some key works from heterodox economics explaining how economic development takes place. The purpose is to revive these debates, inject them into current discourses of international development assistance, and make a convincing argument for changing the way development practitioners think about poverty reduction and pro-poor growth and the role of foreign aid. If nothing else, it aims to provoke new discussions and debates.
