This study presents the findings of the needs assessment on gender and security sector reform (SSR) in Serbia, examining the status of women both as actors in and beneficiaries of the security sector. It introduces the existing legal and institutional framework for gender mainstreaming, analyzes the empowerment of women through participation in civil society organizations active in SSR and also analyzes women's representation in state security institutions.
