This 2004 report reviews the transformational capabilities inherent in unmanned aerial vehicles (UAVs) and uninhabited combat aerial vehicles (UCAVs). The report argues that recent combat operations indicate that unmanned air systems have come of age. The report recommends an accelerated introduction of UAVs into US force structures, while emphasizing that such an action requires appropriate planning, budgeting, and continued management attention to the DoD and service leadership.
