This Paper maps the current state of conflict-sensitive practice in emergencies, identifying good practice which can be built upon, key gaps and ways to integrate conflict sensitivity more strategically across the emergency program cycle. It reveals widespread understanding of and support for better integration of the principles of conflict sensitivity in humanitarian response. The chief obstacle lies in the practical application of these principles, taking into account the constraints and multiple demands faced by aid agencies in responding to emergencies.
