This paper discusses how the EU might adopt, accelerate and streamline “effective differentiation measures” in its bilateral relations with Israel. The purpose of these steps would be to exclude entities that are linked to Tel Aviv's settlement activities in Palestinian territory and thereby stimulate a more meaningful European contribution towards peacemaking between the two sides.
