This paper analyzes potential emission savings thresholds resulting from the adoption of biofuels and land use change (LUC), and presents recommendations for EU policy on emissions controls. It begins with a discussion how LUC could be reduced for the whole EU biofuel mandate by theoretically demonstrating the mechanism of the minimum emission saving threshold on the amount of land used to fulfill the mandate.
