This conference report summarizes the proceedings of the SDA's February 2005 conference on developing an EU strategy for collective security, particular with regard to counterterrorism efforts. The panelists consider the political measures the EU should introduce to tighten security in those areas most vulnerable to terrorist attacks; the technologies the EU should implement to increase safety and surveillance on its borders; and whether EU member governments will succeed in formulating a collective policy response to terrorism.
