This conference report summarizes the proceedings of SDA's May 2004 conference on transatlantic defense cooperation in the 21st century. The panelists discuss the enlargement of the EU and NATO and its potential to reshape Europe's defense policy; the distinction between the notions of "peacekeeping" and "pre-emption"; and the prospects of an EU-US defense industries pact following the creation of the European Defence Agency.
