This roundtable report summarizes the proceedings of the SDA's April 2005 conference on creating a more transparent EU single market for defense equipment. The panelists discuss the European Defence Agency and the role it might play in developing and implementing both the single market and EU-wide procurement. The panelists also consider how to approach the liberalization of defense procurement as a means of stimulating pan-European research and development; and whether the rethinking of procurement rules in Europe might stem increasing unemployment in the defense sector.
