This roundtable report summarizes the proceedings of the SDA's March 2005 conference on the creation of effective EU peacekeeping forces. The panelists discuss the likely costs of preparing and maintaining European peacekeeping forces; ways to ensure more effective peacekeeping cooperation between the EU, the UN, NATO, the US, and the African Union; and lessons drawn from the Iraqi peacekeeping experience. The panelists also consider the extent to which effective peacekeeping requires better technology and tougher training.
