This roundtable report summarizes the proceedings of the SDA's March 2004 conference on sharing defense costs across the EU. The panelists review the budgetary implications of Europe's Common Foreign and Security Policy and the economic benefits of enhanced EU defense cooperation. They also examine the need to harmonize defense policies ahead of creating common defense budgets, and stress the importance of political agreement within the EU on defense matters.
