This brief provides a summary of the speeches held at BICC's ten-year anniversary conference in 2004. The conference reviewed BICC's contributions, achievements, and failures, and offered a prospect on future fields of work. The speakers discussed how the international community has dealt with the Cold War legacy and examined the security challenges of the future. Further discussion topics included human security, the relations between NATO, the UN and the EU, and the role of external actors in intra-state conflicts. The speakers also highlighted achievements and shortcomings in conversion and demobilization policies.
