This is a report on the 'Can Think Tanks Make a Difference?' conference held in September 2011 in Waterloo, Ontario, Canada, marking the tenth anniversary of the founding of The Centre for International Governance Innovation (CIGI). The conference addressed questions like 'How can think tanks increase their positive influence on governments and international organizations in the digital age?' and 'How can think tanks develop a culture that produces innovative policy ideas?'.
