The Fukushima Dai-ichi nuclear power plant accident caused by the March 2011 earthquake has been a hard and costly lesson for Japan's obscure and corrupted nuclear energy regime. Crucially missing in the plant's past policy to promote nuclear energy was the proper social contract between the State and society. The accident's social and economic impact weighs heavily on the decision-makers but what Japan need to do first is to rethink nuclear energy honoring the public's trust in the State.
