This paper, the product of a 1994 BICC workshop in Moscow, examines the transformation of Russia's high-tech and defense industries within the broader context of transition. The introduction highlights varying perceptions of the Russian military-industrial complex, principally its size, historical and organizational separation from other aspects of the Soviet economy, and its extremely conservative managerial culture. The remainder of the analysis is divided into three separate papers on the topics of enterprise behavior in the Russian defense sector; the links between industry and finance with a case study on Western Siberia; and a separate case examination of the Russian aviation industry.
