This paper highlights the constraints associated with North-South Regional and Bilateral Trade Agreements (RBTAs). Using Uruguay - which rejected a US offer to enter into an RBTA in 2006 - as an example, the author argues that RBTAs restrict policy space and perpetuate a "hub-and-spoke" trading system.
