This brief discusses the role of the Organisation for the Prohibition of Chemical Weapons (OPCW) in preventing the misuse of toxic chemicals in Africa and in encouraging participation in global efforts to counter acts of terrorism. It argues that as the OPCW shifts its focus away from chemical weapons disarmament to one that concentrates on nonproliferation and international co-operation and assistance, adjustments to the mandate, programmes and approaches given to the OPCW by its Member States will need to be made.
