This paper aims to explain the geopolitical set-up of the Nile Basin. It discusses the process of upstream-downstream negotiations and argues that a new agreement between the countries of the Nile basin would pave the way for cooperation in the economic, environmental, security and legal/institutional spheres. This in turn could stimulate deeper cooperation in the cultural, scientific and technical fields.
