This paper highlights key stages in Kazakhstan’s emergence as a major energy producer and points to challenges that lie ahead as the country continues to increase oil and gas production and exports. Among these challenges are the evolving relationship of Astana with foreign investors in the energy industry, and the pace and timing of resource development, resource diversification and political stability.
