This situation report looks at the steps taken in the first half of 2009 to finalize the peace process between the Government of Burundi (GoB) and the country's last remaining rebel movement, the Parti pour la Libération du Peuple Hutu–Forces Nationales de Libération (Palipehutu–FNL). It then analyzes the current situation in the country in the run up to the elections scheduled for mid-2010. It argues that even though the peace process appears to be complete, the elections will seriously test the country’s hard-won stability.
