This article discusses the prospects for Germany, India, Brazil and South Africa (GIBSA) to form a common agenda and initiate reform of the United Nations Security Council (UNSC). The author argues that the GIBSA nations need to demonstrate that they can make the UNSC both more effective and more legitimate.
