In light of the upcoming local elections in Mozambique in November 2003, this paper looks at the history of elections in the country and at the political context in which they are being held. The author argues that the socioeconomic conditions in the country will inevitably influence the outcome of the elections, especially since the impressive growth rate of the Mozambican economy has brought little benefit to the majority of the population which suffers high unemployment, poverty and AIDS.
