During South Africa’s first tenure as a non-permanent member of the UN Security Council in 2007, 60 resolutions were passed and 65 adopted the following year. When South Africa re-enters the Council during 2011-2012 the situation will be equally demanding as the Council faces a time of unprecedented global flux. This paper looks at how global shifts in power may impact the Council and its chances for reform and then examines key themes and issues that South Africa will likely have to confront during its tenure. It also offers a number of policy recommendations.
