This report discusses sustainable security in Latin America and the Caribbean. It establishes that a number of regional powers are well placed to provide leadership but only if a national consensus on a regional leadership role can be reached. In line with this, the author argues that the South American Defence Council should be given top priority, adequate funding, and be supported by all member states.
