This paper focuses on the major obstacles to Middle East peace accord. One of them is the absence of an effective Palestinian interlocutor. The author argues that if the Obama administration will not lead an international initiative to define the parameters of an Israeli-Palestinian agreement and actively promote Palestinian political reconciliation, Europe must do so, and hope that America will follow.
