This report wonders whether the Obama administration's Middle East Peace Plan can overcome the Israeli lobby and a US Congress that is seemingly beholden to it. It is possible, it concludes, but only if it receives the support of former Presidents Bill Clinton and George W Bush, both of whom have relationships with Israel that are beyond reproach.
