This paper discusses EU policy in the fields of security, justice and home affairs. It argues that a coherent policy has not been developed and this has led to greater bureaucracy, insufficient transparency, insufficient democratic control and a lack of legitimacy. Reform of this policy area, therefore, constitutes one of the Union’s major challenges.
