Publication

This article discusses reform of EU institutions in advance of the second round of the EU Convention negotiations in 2002. The author argues that the Convention should set ambitious goals and that reform should aim to foster greater public participation, increase the efficiency of EU structures, aid the EU in assuming global responsibilities and propagate sustainability.
