The author of this report identifies challenges of post-Qaddafi Libya and recommends actions to be taken, by NATO and others, in order for the country not to fail. She recommends that certain aspects of operation Unified Protector should continue until the security situation in Libya has stabilized. In addition, NATO should establish a small training mission in Libya and offer the government membership in its Mediterranean Dialogue.
