This brief discusses central elements of the proposed EU constitution. These include the division of power and responsibility of institutions, and provisions relating to certain policy areas. It argues that the document should be comprehensible so that the citizenry of the EU can easily identify with its institutions. Furthermore, the tasks of the EU should be clarified, its political leadership strengthened and qualified majority voting should be adopted to avoid institutional inertia.
