This article looks at the European External Action Service (EEAS). The author argues that although the EEAS constitutes an important step towards a common EU foreign policy, difficult tensions persist in relation to institutional delineations, financial and staffing arrangements, the definition of the responsibilities of the EEAS and its relationship with national diplomatic services.
