This brief discusses difficulties that need to be overcome in order for the draft EU constitution of 2003 to be ratified. These issues include the scale of the EU Commission, the weighing of votes and delineation of responsibilities in the EU Council, the harmonization of defense policy and references to religion in the draft constitution.
