This brief discusses the EU's 'Neighborhood Policy' in the draft EU constitution, which outlines EU policy towards countries in its geographic vicinity. The author questions the value in mentioning neighborhood policy in the draft constitution in view of the numerous difficulties and unanswered questions. These questions surround the definition of countries which are to be considered neighboring states, how specific regional characteristics can be taken into account, and how realistic and effective political approaches can be devised.
