Neither Kosovo nor Serbia were ready to compromise after Kosovo's unilateral declaration of independence in 2008. Their unwavering position on the issue of sovereignty and independence sparked the need for freshly mediated talks between the two parties. This publication presents a set of policy recommendations to revitalize the talks between Serbia and Kosovo.
