Participants at a high-level conference in July 2011 analyzed and discussed the broad challenges of transitioning security responsibility in Afghanistan. They also developed recommendations regarding NATO operations in Afghanistan between now and the end of 2014. This paper recaps the group's most important observations and presents insights from the expert practitioners and scholars.
