Germany is one of the eight EU member states that participate in the EU Strategy for the Baltic Sea Region (EUSBSR). Germany had a positive approach to the EUSBSR strategy right from planning stage. The project contributed to the continuation of Germany's cooperation with the countries in this region, which since the mid-1980s has mainly been conducted by German federal states. Berlin is playing a major role in this strategy because it acts as the coordinator of the three states. However, the federal government sees the EUSBSR as a project to be implemented at the state-level and not at the federal level.
