This report fist outlines the methodological and conceptual approach taken to the study and discusses Nigeria’s poverty and vulnerability profile. It then presents an overview of existing social protection policy and programming and discusses the key issues emerging from an analysis of this sector. It further examines the linkages between social protection and HIV and AIDS and child protection, respectively. Finally before concluding it presents a fiscal space analysis with reference to the social protection sector.
