Based on a representative survey conducted in selected EU member states, this publication contends that European citizens want more political leadership from leading personalities and groups of countries, something the Treaty of Lisbon will help do. In addition to leading politicians, however, the EU also needs new and constructive coalitions. The EU 27 has such diverse interests that only one constellation of countries - the "big three" (Germany, UK and France) - is capable of providing leadership.
