This report of the Independent Inquiry Committee into the United Nations Oil-for-Food Programme presents the investigative findings and conclusions in the case of alleged unethical practices in conjunction with the UN program in Iraq. The report examines the manipulation of the Oil-for-Food Programme by the Iraqi regime under Saddam Hussein and explains how the Hussein government was able to receive $1.8 billion in illicit payments and illegal kickbacks from the program. The authors of the report conclude that fundamental and wide-ranging administrative reforms are necessary at the UN in order to ensure that future programs are not similarly corrupted.
