This paper discusses EU Commission proposals for a new Financial Framework for the EU from 2007-2013. The author analyzes the positions of the member states, and sketches out the framework for the negotiations as well as possible results. The authors argue that the negotiations should not be determined solely by national financial interests, but should also be guided by general principles for defining the EU budget.
