This paper looks at what the European Union needs to do to reclaim its raison d’être. The authors argue that Europe's ability to exert its influence both internally and externally requires a renewal of the European integration project. This task elicits three strategic responses: a strategy of institutional efficiency, a strategy for shaping global politics, and a strategy for the promotion of European self-assurance.
