This report argues the EU needs to develop a fully-fledged external energy policy. The authors call for a common, coherent, strategic approach that builds bridges between the interests and needs of the EU integrated energy market on the one hand and supplier countries on the other. The first section of the report portrays the position and role of the EU energy market on a global scale. The second section focuses on internal factors shaping the process of the development of the EU’s external energy policy. The third section illustrates the EU’s relations with its external partners. The final part of this report recapitulates the most important challenges.
