The Convention on the Future of the EU is paving the way towards a European Constitution. To do so, six working groups were created, each one dealing with a different issue. The author argues that the proposed structure of these groups does not meet the purpose for which they were created and therefore suggests the establishment of nine different workings groups which would work in a more efficient way.
