This paper explores state-building dynamics though three comparative case studies. The first section focuses on the cases of Cambodia and Laos, the second Tanzania and Zimbabwe, and the third Angola and Mozambique. The aim of this paper is to test the propositions developed in the Department for International Development Working Paper on responsive and unresponsive state building.
