Building upon previous work by the Overseas Development Institute, this report provides an overview of recipient government perspectives on the key characteristics of an effective multilateral donor. It aims to deepen understanding of why these factors are considered important and identify any other aspects of donor effectiveness that are of importance to recipients but currently not included in international methodologies. To this end, in-person interviews with key government officials were carried out using a semi-structured questionnaire in Ethiopia, Sierra Leone and Zambia.
