This report explores the connection between domestic accountability in donor countries and the effectiveness of development programs. To this end, the system of domestic accountability for development assistance in the UK is analyzed, exploring the interaction between development agencies and other branches of government such as parliaments, civil society organizations and audit institutions. It discusses how these institutions could be influenced to push for greater aid effectiveness. A “realistic results agenda” is advocated and it is argued that debates concerning aid are, in part, debates about values, priorities and politics.
