This report examines the prevailing internal political situation in Djibouti and the conduct of the country’s April 2011 presidential elections. After providing a brief overview of the political and electoral history of Djibouti, it gives the legal framework for the conduct of elections and examines the preparations for the April 2011 presidential elections and the results. It also surveys the most salient features of Djibouti’s party system. The report then considers the build-up to the April 2011 presidential elections and describes the mainly military involvement of Eritrea, the United States and France in Djibouti.
